      Advisor to Ministry of Petroleum and Natural Gas on achieving efficiencies in the natural gas sector, focused on regulatory and infrastructure reform, IOC investment strategies, restructuring of Special Operations Executives (SOEs) and policy guidelines related to open pipeline access and tariffs in the midstream and downstream gas sector and drafted the Pakistan Petroleum Exploration and Production Regulatory Authority legislation.

Sproule is internationally recognized as an oil and gas reserve engineering/audit firm retained to report on the assets of midsize and multinational public E&P companies around the world and includes working for CNRL, Shell, Imperial, Exxon, Total particularly in Africa, South America and the Asia Pacific region.

      Established the first leadership committee for the Transition Energy Initiative, in partnership with NRCAN and the private sector.

      Province of Alberta, Canada – Premier | 2011 – 2014

      • Elected as First Woman Minister for the Province of Alberta.
      • Oversaw the legislative, policy, political and financial operations of the Province
      • Developed a balanced $40 Billion CDN budget
      • Oversight of Alberta’s sovereign wealth fund, international trade and pipeline policy (particularly with Washington, China and India), environmental sustainability across conventional and unconventional energy sectors, renewable energy strategies and the development of green energy sources to contribute to international climate goals and priorities.

      Legal advisor to Government on prosecutions and the administration of justice for the province.
      Established the first network of legal aid clinics in Alberta under Alberta Justice and establish the safe communities’ program to reform policing and create community justice standards.

      Served as International Commissioner in Afghanistan’s first parliamentary elections

      Developed and implemented democratic reforms in Bosnia and Herzegovina, Serbia, Namibia, Uganda, Vietnam, Zambia, Zimbabwe, Mozambique and the Philippines.

      Practicing Attorney | 1988-2002
      Practiced law for 30 years in various commercial and public policy roles, including in the Office of the Canadian Prime Minister and the Office of the Canadian Secretary of State.

        SUMMARY AND ACCOMPLISHMENTS

        A Queen’s Counsel attorney with 30 years of experience in international policy advancing matters of national security and the energy transition. Elected the first woman as Premier of Alberta and otherwise engaged as a trusted advisor to foreign governments and NGOs. Established the Alberta Energy Regulator in 2014 and the Canadian Energy Strategy, (adopted by First Ministers in Canada in 2015). Concluded the first comprehensive First Nations consultation in Canada with the Metis Nation and created the Sustainable Energy Endowment at the Inter-American Development Bank 2012. Established the Canadian Oilsands Initiative (COSIA), a negotiated partnership of shared intellectual property between private sector oil and gas operators and government, implementing innovative clean energy strategies through research and deployment of clean energy technologies.
